Procedures
 

1. Administration:
UPRA’s Chancellor will be responsible for the overall supervision of the Title V Coop Project and will oversee its impact on the institutional selfsufficiency. However, the Project Director, Dr. Philippe Scott, will have full authority to carry out the Project and will have full access to UPRA’s chief executive officers, and when necessary, to UPRH’s officers. He will be responsible for the Project’s overall administration and day-today management, including the observance of UPR and U.S. Department of Education policies and procedures, so that all legal and regulatory requirements are complied. He will be the UPR representative to the U.S. Department of Education on matters pertaining to the Project. As Project Co-director, Dr Helena Mendez will be responsible for overseeing the logistics and proper execution of the activity components at both institutions, especially the UPRH, in direct communication with the Project Director. She will meet at least once a month with UPRH’s Chancellor to discuss the Project’s progress at UPRH. She may also represent the UPRH on matters pertaining to the Project.

2. Monitoring and Oversight:
Through monthly meetings with the Co-Director and Coordinators, the Director will assure the collection of appropriate data to measure attainment of activity objectives and to ensure the proper implementation andcoordination of the project’s components. Together, they will assemble the mid-year and annual reports.

3. Reporting and Communication:
The Director will establish an effective communication with UPRA’s and UPRH’s Chancellors regarding all issues pertaining to the Title V Coop Project. The Director and Co-Director will prepare quarterly reports on the project’s progress to their respective Chancellors, Provosts, and the Project’s Task Force. The members of this Task Force will include: Project Director (Chairperson); Project Co-Director (Co- Chairperson); UPRA’s and UPRH’s Library Directors; the Provosts or representative; and one faculty member from the science departments from each institution (maximum of two per institution). The Project Task Force will meet at least once a year. The Director and the Co- Director will keep all major constituencies of their respective institutions informed of the Project’s progress, harmonize the Project’s activities with current institutional activities, and ensure incorporation of Title V activities into UPRA’s and UPRH’s ongoing operations at the end of the grant period. The Director, in coordination with the Co-Director, will assist the Chancellors and the Provosts in making presentations to the partner institutions’ major
constituencies once a year to inform of the progress and impact of Title V activities. They will
also prepare and distribute a newsletter every semester, informing of the Project’s progress.
